Chamber of Mines negotiating in bad faith

 

The National Union of Mineworkers (NUM) is highly furious with the arrogance demonstrated by the Chamber of Mines with regard to this year's coal negotiations.

Since the negotiations started in July, the Chamber of Mines has been negotiating in bad faith. The NUM demands R1 100 once off for the year 2017 and 8% for 2018. The NUM will only sign a 3-year agreement provided the Chamber of Mines accepts to remain in the Collective Bargaining Forum. The NUM will demand 9% for the 3rd year.

"The NUM has been very accommodative in the negotiations in an attempt to find a peaceful wage agreement yet the Chamber of Mines and its members have been very arrogant in their approach to the extent that their offer on the table smacks of insults and arrogance," said Peter Bailey, NUM Chief Negotiator in the Coal Sector.

The Chamber of Mines wage offers are as follows:

WAGE OFFERS

Anglo (Cat 4 to 8)
Glencore (Cat 4 to 8)
Exxaro (A and B Levels)

1 July 2017 R600
1 January 2018 R250
1 May 2018 R250
1 July 2018 CPI + 1% or 7.5% whichever is greater
1 July 2019 CPI + 1% or 7.5% whichever is greater

Kangra (Cat 5 to 8)

1 July 2017 7%
1 July 2018 CPI + 0.5% or 7% whichever is greater
1 July 2019 CPI + 0.5% or 7% whichever is greater

Msobo (Cat 4 to 8)

1 July 2017 5.5%
1 July 2018 CPI + 0.5% or 6% whichever is greater
1 July 2019 CPI + 0.5% or 6% whichever is greater

Delmas (Cat 4 to 9)

1 July 2017 6%
1 July 2018 6%
1 July 2019 CPI

Koornfontein (B and C Levels)
1 July 2017 6%
1 July 2018 CPI + 0.5% or 6% whichever is greater
1 July 2019 CPI + 0.5% or 6% whichever is greater

Year 1 (2017) = 7.5%
Year 2 (2018) = CPI + 1% or 7.5% whichever is greater
Year 3 (2019) = CPI + 1% or 7.5% whichever is greater

Kangra

Year 1 (2017) = 7%
Year 2 (2018) = CPI + 0.5% or 7% whichever is greater
Year 3 (2019) = CPI + 0.5% or 7% whichever is greater

Delmas

Year 1 (2017) = 5%
Year 2 (2018) = 5%
Year 3 (2019) = CPI

Msobo

Year 1 (July 2017) = 5%
Year 2 (July 2018) = CPI + 0.5% or 6% whichever is greater
Year 3 (July 2019) = CPI + 0.5% or 6% whichever is greater

The Chamber of Mines members are pleading poverty when it comes to black workers yet white managers and executives have the luxury of being overcompensated. The NUM remains committed to finding a peaceful solution but in the same vein will respond with the same arrogance thrown at it with devastating economic consequences if the Chamber of Mines continues to bargain in this way. They have until Wednesday to change their mindset as we will reconvene under the auspices of the CCMA or face the consequences," Bailey warned.
